Server not responding

Server not responding! I can not join the server.
I'm copying the IP address.
Opens steam, top left corner I click on the tab "show".
Then I click on "servers", Then I kick "Favorites",
then "Add a server", and then I paste
The IP-address I copied before
then I click on "Find games at this address".
And then it just says:
Server not responding.
